Chapter 32: Two Proposals

First Proposal: The community shall distribute 1,000 minutes of visa time to all players every day.

Second Proposal

After all players within the community participate in the game, 5% of their earned visa time must be contributed to the Community Security Fund.

This Community Security Fund will provide a minimum subsistence allowance to all players at a standard of "80 minutes of visa time per person per day."

If the daily allowance is not fully consumed, the remaining visa time will return to the Community Security Fund pool; if it is exceeded, the difference must be covered using personal visa time.
